I. THE BUREAU
A small office,
far from the centre.
The Bureau operates out of Shirahama, Wakayama, Japan — a small coastal town deliberately uninvolved in global discourse. Distance is a working condition, not a posture. Each unit is assembled, tuned, and certified within these walls.
The Bureau is staffed by a single curator and an irregular roster of advisors. Their identities are deliberately withheld; their work is, of course, the document.
II. MANDATE
Three obligations, in order.
Documentation.
To collect, transcribe, and verify utterances of historical regret, with the tedious accuracy of a notary and the conscience of an editor.
Preservation.
To house each transcription in a vessel that resists the temptation to forget — and to make forgetting, where it occurs, an active rather than a passive failure.
Distribution.
To place the document, where appropriate, in the homes and institutions of those willing to host its inconvenience. Twelve units, and no more.
